William Groshek is an Oak Ridge Institute for Science and Education (ORISE) Science, Technology, and Policy (STP) Fellow with the U.S. Department of Energy (DOE), Office of Policy and Office of Energy Jobs. William supports the development and implementation of Community Benefit Plans (CBPs), which are required for most Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) funding opportunity announcements and loan applications.
Prior to the DOE, William was the 2023 Jan Schori Fellow with the Business Council for Sustainable Energy (BCSE), where he lead efforts on federal permitting and sitting reform among other clean energy policy priorities. He graduated from the inaugural cohort of Georgetown University's M.S. in Environment and Sustainability Management program, where he conducted research on the use of community benefit agreements in the renewable and clean energy sectors. He is also an alumnus of American University and proud native of Hartford, Connecticut.
